The first motion on seating the Michigan delegates included one-half vote per delegate, giving Senator Clinton 34.5 votes and Senator Clinton 29.5 votes. Unpledged delegates may cast one-half vote.
The motion was described as a compromise resolution. One of Hillary Clinton’s supporters on the RBC agreed that it was the best course of action. Another supporter of Clinton, Harold Ickes reserved the right to take the issue before the Credentials Committee.
The debate was more heated concerning the motion for seating the Michigan delegation than that of Florida. Again and again there were outbursts from the guests in the audience. The debate among RBC members became very heated, indicating that there was a split among the members of the Committee.
When the vote was taken it was carried 19 to 8.
